Job Description

This apprenticeship is within Defra’s Organisational Capability Team based in Worcester, who provide an efficient Learning and Development service to the Animal and Plant Health Agency (APHA), with an emphasis on technical training e.g. veterinary, technical and scientific training, and to Defra.



This apprenticeship is designed to enable the successful candidate to learn the underpinning knowledge and skills required for a role in Learning and Development.



Scope of Job:

Operational Planning:




  • Support the Learning and Development Manager and representatives from across the business in the development, monitoring and implementation of the team’s operational plans for learning and development.

  • Carry out effective learning needs analysis to help design and implement appropriate training solutions that encouraging people within APHA to draw down development opportunities to acquire the skills and behaviours required for their roles.

  • Plan and Prepare Specific Learning and Development Opportunities (6 units)

  • Understand the Principles and Practices of Learning and Development (6 units - mandatory)

  • Reflect on and Improve Own Practice in Learning and Development (6 units – mandatory)


Service Delivery:




  • Support the Learning and Development Manager in the delivery of APHA’s Learning and Development plans and policies.

  • Assist with the provision of cost effective, timely development programmes which ensure capability, improve performance and contribute to the achievement of APHA priorities.

  • Contribute to the development of procedures and implementation of learning needs analysis, quality assurance of learning, evaluation of learning, and transfer of learning to the workplace and demonstration of performance improvement.

  • Contribute to the evaluation, reporting and provision of management information of learning and development activity.

  • Provide advice on learning and development and design and deliver interventions.

Resource and Performance Management:




  • Contribute to work stream activities and projects and ensure effective utilisation of you and your team’s skill and time and appropriate links between projects.

  • Recommend, select, manage and work effectively with internal and external training providers to ensure delivery of high quality of learning.

  • Proactively promote learning and development in APHA.

  • Provide support to projects in the L&D work programme and other HR activities.

  • Represent the Learning and Development Manager during absences

Disease Emergency Response:


  • Undertaking National Disease Control Centre (NDCC) HR Team duties in the event of an animal disease emergency at the corporate centre and if requested to work at locations in roles as required to support emergency activities

  • This is not an exclusive or exhaustive list, and the post holder will be required to perform any additional duties reasonably expected of them.

The grade for this post is Executive Officer (EO)
