A large proportion of motorists risk not getting car insurance because they think they will not get caught, one industry expert has said.
The British Insurance Brokers Association (Biba) has claimed that uninsured driving is widespread because people are not constantly reminded that it is a crime.
Students who drive without insurance could face a fine of £100 if they are caught without cover.
Biba explained that uninsured drivers are a bigger problem because the government has never launched an awareness campaign on the subject.
Graeme Trudgill, technical and corporate affairs executive for the organisation, said: "People think they can get away with it and they have been able to get away with it - we estimate that two million drivers have been able to get away with it up until now.
He added that "times are changing", as a new enforcement agency is set to be launched next year to make uninsured driving much more difficult and systematically fish out the culprits.
"It will compare the vehicle database to the insurance database and if you have a vehicle and you don't have insurance, you're going to get an automatic penalty notice, and if you don't pay that, your car will be seized," Mr Trudgill concluded.
MoneyExpert recently reported that 350,000 motorists admitted driving uninsured in the last 12 months and 18 to 24-year-olds are more likely to do so than any other age group.
